Kirchhoff, “On the motion of electricity in wires”, (1857), Philosophical Magazine, Volume 13, pp. 393–412, Kirchhoff develops the theory of propagation of an electrical disturbance along a thin wire, taking into account the self-inductance of the wire. Wilhelm Weber had independently performed a similar investigation shortly before Kirchhoff, but Weber’s work was delayed in publication. The remarkable implication of their analyses was that in a circuit of negligible resistivity, oscillating currents could be propagated along the wire with a constant velocity numerically equal to the velocity of light. Moreover, this velocity would be independent of the nature of the conductors, of the cross section of the wire, and of the density of free electricity. This result is even more important if we remember that it came before Maxwell’s equations in their complete form (1860–1864).*

   *EMH never put together what we call Maxwell's equations "in their complete form", Oliver Heaviside did. Sir Edmund T. Whittaker explains:
"I well remember, in 1893, buying myself a second-hand copy of Maxwell, which had been the property of a College lecturer on mathematical physics. When I came to the famous chapter on General Equations of the Electromagnetic field, I found scribbled in his handwriting "from here on this book is absolutely unreadable." The great service which Heaviside now rendered to science was to clear away this accumulation of rubbish and base the theory on what he called the "duplex" equations...which modern writers generally call "Maxwell's equations"-- though they are not found in Maxwell's *Treatise* and the modern writers have in fact copied them from Heaviside." -ETW, eulogy for Heaviside
